Heliopoly runs on layered districts, sky-lanes, and precision zoning. The city council regulates air rights, vertical zoning, and franchise access to keep every district stable. Key instances include the Sky Markets, Orbital Docks, Core Transit Rings, the Memory Halls, Heliopoly Exchange, Founders Plaza, and the Inter-Realm Embassy. Franchises are granted by the council through a tiered licensing system, ensuring each guild and corporation meets safety and cultural standards before expansion.
