Every other realm in Neterios feeds into this one city.
Heliopoly is the story told from the ground up — nine City Council officials, two decks of cards, and a city that changes hands as fast as the cards do. It's also where the whole system settles its accounts: Planet 65's ore and robots, the Green Reaches' harvests, Catelonia's HAPI energy, all of it arrives here and gets built into something.
